Refugiados e migrantes, por uma sensibilização que vá além da mídia

Quem não se sensibiliza com o drama dos atuais refugiados? Colocar-se no seu lugar é a melhor forma de sensibilizar. Mas somente isso, infelizmente, não basta…

Agora imagines tu, migrante como eu, se todas as dificuldades que encontrastes para viajar, para sair do nosso país, o Brasil, houvessem sido imensamente multiplicadas… Lembras do “papeleo”, o monte de documentos, no meio das malas, que tivestes que preparar para sair do teu país e para entrar em outro? Pois venho hoje recordar-te dos milhares de famílias refugiadas que hoje estão dormindo à margem das estradas da Europa e que estão expulsos dos seus países, até mesmo sem tempo de fazer as malas! Crianças e idosos, aos montes, em campos de refúgio, o lugar daqueles que não buscam nada mais do que estar em paz. Imagens que pareciam do passado, em pleno século XXI. Fogem do horror das guerras. As guerras dos poderosos, que afetam principalmente os mais pobres. As guerras que os países ricos se negaram a fazer algo, para não entrar em conflito com seus próprios interesses. Países ricos que até venderam armas e armaram exércitos e milícias.

Chamam-se refugiados, enfrentam o exílio, pedem asilo e outras nomenclaturas burocráticas… São nada mais que seres humanos como eu e você, que deixamos nossos países, em busca de uma vida melhor. Só isso. Pouco? Qual a grande diferença? Basicamente, a maior diferença é essa: pode ter sido difícil para muitos de nós que migramos por vontade própria, por livre decisão; incomparavelmente, muito maior é o drama de quem tem que fugir, de maneira forçada, do seu próprio país. Nesse caso, nem dá para comparar. Tu te lembras das autorizações de viagem que tivestes que preparar para os teus filhos saírem ou voltarem livremente ao Brasil, ao nosso país? Pois não deixes de ver as fotos dos pais que jogam os filhos por cima de uma cerca de arame farpado, por cima de um muro que divide os mundos, em busca de sobrevivência, tentando entrar, desesperadamente, em outro país. Do outro lado são detidos por policiais armados, que lhes jogam gases tóxicos nos olhos, são ameaçados por grupos xenófobos que lançam granadas sobre crianças, são separados de suas famílias… Apavorantes fotos de um bebê empurrado pra dentro de um trem onde não deveria caber mais nem uma mosca! Nunca antes na história da humanidade se construíram tantos muros para demarcar fronteiras, como hoje existe na Hungria, entre os Estados Unidos e o México, nas cidades espanholas de Ceuta e Melilla… Só em 2013, o Governo da Espanha admitiu a existência de aproximadamente 50 mil cidadãos africanos esperando para saltar “La valla”, a cerca de seis metros de altura.

Autorização de viagem de menor? De que importaria esse simples e burocrático papel, em meio a essa situação de absoluto desespero? Sim, sim, meu caro amigo migrante. Migrantes como eu ou como tu. Isso de migrar marcará para sempre as nossas vidas, para tudo de bom e para tudo de ruim que quisermos esquecer ou lembrar. Antes, aqui na Espanha, ainda apareciam nas capas dos principais jornais espanhóis, lembras? Eram negros, principalmente. Esquecestes? Morriam em “pateras”, precárias embarcações construídas por desesperados para cruzar o Mar Mediterrâneo. Nadavam, nadavam… para morrer na praia! Algum jornal espanhol, desses conservadores de extrema direita, chegou a dizer que “estavam invadindo a Espanha”. Preferia esconder a verdade: que para cada imigrante irregular que tentava entrar pelo Mediterrâneo em “pateras”, havia 19 que entravam irregularmente na Espanha, em avião – chamados pela bolha da construção e especulação imobiliária desenfreada, sem contrato, cobrando uma terceira parte do que cobrava um espanhol. Ficou famosa uma foto de turistas tomando sol, tranquilamente, como se nada houvesse acontecido, numa praia onde havia um cadáver de um africano. Refugiados das guerras e da pior guerra de todas: a fome e o desespero que lança o ser humano à luta pela sobrevivência. Milhões de cidadãos africanos. Foram notícias nos jornais durante muito tempo… e logo desapareceram. Até quando os refugiados de hoje ocuparão as páginas dos principais jornais do mundo?

E o Brasil? Qual nosso papel nesse cenário? O que faz hoje o nosso Brasil, primeiro país do Cone Sul do mundo a ratificar (em 1960) a Convenção de 1951 sobre o Estatuto dos Refugiados e a sancionar uma lei nacional de refúgio, a Lei 9.474/97? Acolhemos o dobro de sírios (2.077, em dados atualizados deste ano) que a Espanha (1.335), por exemplo. Mesmo havendo mais de dez mil quilômetros de distância entre o Brasil e a Síria. No Brasil, multiplicamos por doze a quantidade de refugiados de diversos países acolhidos em menos de cinco anos. Estamos aprendendo a ser ainda mais solidários, ao mesmo tempo em que crescem os grupos minoritários de ultradireita brasileiros, xenófobos e insensíveis ao drama de qualquer refugiado, seja de onde for. Seguiremos sendo um país de grandes contradições.

Anos atrás, quando eu participava das primeiras reuniões da Rede de Brasileiros no Exterior, tive a feliz oportunidade de conhecer uma brasileira que passava todos os seus dias exigindo, já naquela época, no Brasil, a acolhida digna e decente de famílias não somente de refugiados, mas de imigrantes e de brasileiros retornados de todo o mundo. O seu nome é Rosita Milesi e o seu trabalho pode ser encontrada com uma simples busca na Internet. Trabalha no Instituto Migração e Direitos Humanos, IMDH, com sede em Brasília. Nesta semana, debatendo sobre o drama atual dos refugiados, lembrei-me de quando a Irmã Rosita, voluntária numa ordem religiosa, me dizia, em longas e boas conversas: no dia que nós, os emigrantes brasileiros, tivéssemos consciência que o drama das migrações é como uma mesma moeda de várias faces seríamos importantes aliados para conscientizar nosso próprio país (um histórico referente de acolhida de imigrantes de todo o mundo). Nós prevíamos que o Brasil poderia vir a ter um importante papel internacional na luta pela chamada “cidadania universal” (que transcende ou sobrepassa os limites de pertencer a um Estado ou a um território, como afirma a Profª María Teresa Gil Bazo, da Universidade espanhola de Deusto).

Venham de onde venham, vamos para onde vamos, a base é somente uma: não devemos nunca esquecer que somos todos seres humanos e, portanto, com os mesmos direitos (humanos e universais). Foi para isso que a ONU precisou redatar e hoje precisa promover a sua Declaração Universal dos Direitos Humanos. Parece incrível, enfim, termos que nos lembrar dessa obviedade, do humano que somos, não parece? Pois sim, amigos migrantes, como eu. Com I de Imigrantes, com E de Emigrantes, com R de Refugiados, com E de exilados… é o que eu já dizia. Somos todos migrantes, com M. Isso sim. E nossa luta continua sendo pelo reconhecimento fundamental dos nossos direitos humanos.

Minha mensagem final é essa: solidariedade plena com todos os refugiados do mundo! Mesmo depois que desaparecerem das principais manchetes dos jornais…

Refugees and migrants, by an awareness that goes beyond the media

 

Who does not feel sensibilized with the drama of the refugees now a days? Wearing its shoes is the best way to do it but it is not enough.

Now imagines you, migrant like me, if all the difficulties that you have found to leave our country, Brazil, had been immensely multiplied … remember the “papeleo,” the huge number of documents, in the middle of your pack, that you have had fill for leaving your country and to enter in another? Because I have come today to remind you about thousands of refugee families, whose now are sleeping on the margins of Europe’s roads and that have been expelled from their countries, without even have had time to pack its things! Children and the elderly, in a big number, in refugee camps, the place of those who seek nothing more than to be alone. Images that appeared to come from the past in the XXI century. Fleeing the horror of war. The wars of the powerful, which mainly affect the poor. The wars that rich countries have refused do something, just to not get in conflict with their own interests. Rich countries that even have sold weapons and have been arming armies and militias.

They are called refugees, they face exile, they are seekers of asylum and other bureaucratic nomenclatures … they are nothing more than human beings like you and me, they have left their countries, searching  for a better life. Only that? What’s the big difference? Basically, the biggest difference is this: it may have been difficult for many of us, who have migrated voluntarily, by free choice; incomparably much greater is the drama of those who have to flee, forcibly, from their own country. In this case, you can not even compare. You must remember the amount of documents that you had prepared and had paid for your children, to leave or to return freely to Brazil, to our country? Do not forget to see the pictures of parents throwing their children over a barbed wire fence, over a wall that divides the worlds in search of survival, trying to get desperately in another country. On the other side they are held by armed police, with toxic gases and threatened by xenophobic groups who launch grenades on children, breaking families and putting apart children from them.

Never before in human history have been built so many walls to demarcate borders, as now exists in Hungary, between the United States and Mexico, in the Spanish cities of Ceuta and Melilla … Only in 2013, the Spanish Government acknowledged the existence of approximately 50 thousand African citizens waiting to jump “La valla,” about six meters high.

The decision to migrate, shall mark our lives, whether for good or for evil, what it is to be remembered and what should be forgotten. Before, here in Spain, also appeared on the covers of the main Spanish newspapers, remember? They were black, mostly. Died in “pateras” substandard vessels built by desperate to cross the Mediterranean Sea. Swimming, swimming … to die on the beach! A Spanish newspaper, one of these conservatives, had said that “they were invading Spain.” Preferred to hide the truth: that for each irregular immigrant who tried to enter the Mediterranean in “pateras”, there were 19 who have entered illegally in Spain, by plane – called by the bubble of construction and rampant property speculation, without a contract, charging a third of what he have had charged of Spanish citizen. It become famous a photo of tourists sunning peacefully, as if nothing had happened, while on a beach there was a dead body of an African. Refugees from wars and from the worst wars of all: hunger and despair that throws the human being to fight for survival. Millions of African citizens. Were news in the newspapers for a long time … and then disappeared. Even when refugees today would occupy the pages of major newspapers around the world?

What about Brazil? What is our role in this scenario? What does today our country, the first country in the Southern Cone in the world to ratify (in 1960) the 1951 Convention relating to the Status of Refugees and to enact a national law refuge, Law 9.474 / 97? we are receiving a double number of refugees from Syria than Spain has received (2.077 in updated data of this year against 1335), for example. Even with more than ten thousand kilometers of distance between Brazil and Syria. In Brazil, multiplied by twelve the number of refugees from different countries welcomed in less than five years. We are learning to be more supportive, while growing minority groups of Brazilian extreme right, xenophobic and insensitive to the plight of any refugees, either where. We are still be a country of great contradictions.

Some years ago, when I attended the first meetings of the Brazilian Network Abroad, I was glad to have meet a Brazilian, who spent all its days demanding, even on that time, in Brazil, dignified and decent welcome to the families, not only refugees but immigrants and Brazilians that have decide to come back to Brazil. Her name is Rosita Milesi and her work can be found with a simple search on the internet. She works in Migration and Human Rights Institute, IMDH, headquartered in Brasilia. This week, debating about the current plight of refugees, I have remembered when Sister Rosita, volunteer in a religious order, told me in long and good conversation: on the day that we, the Brazilian immigrants, we realize that the drama of migration is like a coin with several faces  we will be important allies to educate our own country. We understand that Brazil could come to play an important international role in the struggle for so-called “universal citizenship” (that transcends and surpasses the limits of belonging to a state or a territory, as stated by Prof. María Teresa Gil Bazo, the Spanish University Deusto).

Doesn’t matter where they come from, where they are going to, the base is only one: we must never forget that we are all human beings and, therefore, with the same rights (human and universal). Thats the reason why the UN needs to promote the Universal Declaration of Human Rights. It seems incredible, finally, that we must remember this truism, the human we are, does not it? We are all migrants, and our struggle remains the fundamental recognition of our human rights.

My final message is this: full solidarity with all refugees in the world! Even after disappearing of the main headlines …
